That can be correct. A project is design intent. Draft sequences and assemblies do not become operational plasmids automatically.

The catalog shows the released version. A newer current draft can coexist with an older released version until you explicitly publish the newer version.
My species page shows a Molecular Studio project but no plasmid relationship
The project relationship describes planned use. An operational plasmid–strain relationship is created separately.
A plasmid relationship says verification is pending
Publication or manual association does not automatically prove that the plasmid is present in the strain.
Record verification according to your laboratory's evidence and approval process.

Primer analyses apply to exact sequence versions. Run the primer binding scan again against the new version.
